Description

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

            Provides assistance and administrative support to the Program Services Division.  Responsible for the supervision of caseworkers, interns, volunteers and other staff assigned to conduct Department programs and other areas as assigned.  Performs related work and duties as required.

 

SUPERVISION RECEIVED

            Subject to assignment. At the Jail, works under the general supervision of the Assistant Deputy Superintendent of Program Services.  At the House of Correction, works under the general supervision of the Director of Social Services.
 

SUPERVISION EXERCISED

            Directly supervises caseworkers, interns, volunteers and support staff.  Supervises other staff as directed.
 

DUTIES AND RESPONSIBILITIES

1.   Assists in the development, planning and organization of institutional programs, community based programs and alternatives to incarcerations for male and female inmates/detainees.
2.   Supervises and conducts on-going programs and groups in the units, including daily direct contact with inmates/detainees.

                    3. Assigns tasks, supervises and assists with the administrative duties for Social Services Division staff involved in the administration of programs.
                    4. Must be able to perform all duties and responsibilities of a Caseworker.  Provides casework services to inmates/detainees.  Meets with inmates/detainees on a daily basis identifying and                             assessing personal, classification, parole, and programmatic issues affecting their sentence and their re-entry into the community.  Maintains office hours in the inmate/detainee living                          units on a regular basis.
                    5. Refers inmates/detainees to program and support services including but not limited to recovery meetings, religious services, life skills and educational programs, medical and legal                         services.  Assists inmates/detainees in their post-release plans relative to housing, employment, education, recovery and medical services available in the community.
                    6. Trains new Caseworkers.
                    7. Provides guidance on personal, classification and recovery matters.  Identifies and resolves potential problems not immediately apparent to the inmates/detainees (e.g. discharge date                         calculation, canteen, classification, parole, discharge issues). 

                    8. Submits periodic summary reports to appropriate agencies and such other persons as directed.
                    9. Serves as Institutional Grievance Coordinator at the Jail.
                    10. Assists in ensuring that the Department is using effective techniques by staying abreast of the latest developments in correctional programs through training in an attempt to maintain best                             practice approach.
                    11. Flexibility and ability to learn and perform new duties and skills as assigned.
                    12. Such other duties and assignments as the Sheriff may assign from time to time.

 

QUALIFICATIONS
           

             1.  Considerable knowledge of the criminal justice system, jails, houses of correction,courts, probation, bail, parole and their eff
             2.  Knowledge of Social Service resources available in the community, i.e., drug/alcohol, housing, welfare, etc.
            3.   Experience and knowledge of a Caseworker's daily activities.
            4.   Ability to assist in the management and supervision of a department dealing with social service issues as well as coordinating and completing daily office tasks.
            5.   Understand the role of a Social Service Department in a county jail and house of correction.
            6.
 Excellent oral and written communication skills.
            7. Knowledge of the organization, staffing and operation of the Sheriff's Department is preferred.
            8. Two years of caseworker experience, or a combination of education, experience and training, which provides the knowledge, skills and abilities indicated above.  Associate or Bachelor's Degree from an accredited college or university is preferred.
