GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
Exercises overall supervision and administrative responsibility for the Education Division

Directly supervises the Education Supervisor and Librarian
DUTIES AND RESPONSIBILITIES
1. Formulates curriculum for inmates in the areas of Adult Basic Education (ABE) or English as a Second Language (ESOL).
2. Determines materials and methods to meet educational needs of inmate population.
3. Oversees all inmate education programs, including regular supervision of individual education classes.
4. Monitors the progress of inmate performance.
5. Determines appropriate staffing assignments.
6. Ensures all records are current and properly maintained, and submits periodic summary reports and statistics.
7. Oversees operation of the Inmate Library.
8. Through the Education Supervisor, oversees the performance of all teachers.
9. Explains current program offerings to inmates during weekly orientation seminars
10. Recruits inmates for educational programs and works with inmates to resolve education issues.
11. Enforces Department policy within division and evaluates all employees annually.
12. Applies for, and ensures compliance with, grant-funded educational programs.
13. Substitutes as interim teacher as needed.
14. Such other duties and assignments as the Sheriff may assign from time to time.
QUALIFICATIONS
1. Considerable knowledge of the criminal justice system, houses of correction, jails, courts, probation, and parole;
2. Knowledge of education and social service resources available in the community;
3. Familiarity with Department of Elementary and Secondary Education (DESE) policies;
4. Experience, knowledge, and ability in supervising educational staff in the development of curricula and the management of the classroom;
5. Ability to professionally manage a division dealing with educational and social service issues as well as daily office tasks;
6. Flexibility and ability to learn and perform new duties and skills as assigned;
7. Degree in education, psychology, or sociology and a valid Massachusetts Teacher’s Certificate. Master’s Degree preferred;
8. Computer experience, including familiarity with Microsoft Windows and Excel, required; and
9. Excellent oral and written communication skills essential.
ESSENTIAL FUNCTIONS
- Regular, punctual and predictable attendance at assigned workplace and at scheduled meetings;
- Knowledge of, compliance with, and enforcement of Department policies and procedures;
- Compliance with security procedures;
- Effective communication skills, both oral and written;
- Effective supervision and, where indicated, administration of discipline and/or corrective action.
- Independently initiate projects, execute the necessary steps, and complete in a timely and effective manner;
- Ability to recruit inmates in housing units, teach inmate education classes, and resolve inmate educational issues.
- Deal calmly and effectively with stressful situations, including emergencies; and
- Regular exercise of good judgment.
MINIMUM PHYSICAL REQUIREMENTS FOR ESSENTIAL FUNCTIONS
- sit or stand periodically for 8 hours;
- lift/carry up to 5 pounds;
- climb stairs occasionally;
- walk short distances;
- communicate effectively with staff and inmates; and
- write and type.
